The Facade Easement program was a revolutionary idea in the mid 1970's; one that shifted the goals of urban renewal from demolition to restoration.
Under the leadership of John Emerson, head architect of the Salem Redevelopment Authority, derelict buildings underwent a complete revival.
Emerson assigned the restoration (see slides) of certain buildings to architects Oscar Padjen, James Ballou, and Robert Scagliotti. Together, they were responsible for the restoration of many historic buildings.
